A2.1 Strategic Report on Drone Skills in the Construction Sector

This strategic analysis maps the skills landscape for drone technology in construction, with a focus on renovation and retrofitting. Developed through desk research, expert contributions, and cross-country stakeholder input, the report identifies capability gaps and sets out a technology roadmap for the sector.

Five Priority Skill Domains

Operational and flight skills, technical and sensor knowledge, data processing and digital integration, BIM workflow integration, and business and organisational skills were identified as the core capability areas.

Three-Phase Roadmap

The report defines a phased pathway from current operational adoption through integrated BIM and digital-twin workflows to longer-term autonomous and advanced BVLOS-enabled ecosystems.

EU Regulatory Analysis

The study reviews the EASA regulatory landscape across partner countries, covering Open, Specific, and Certified categories relevant to construction drone operations.

A2.2 - Integrated Report on Stakeholder Engagement Workshops

This integrated report consolidates the evidence from five national stakeholder engagement workshops conducted in May 2026. Construction professionals, drone operators, VET trainers, and researchers validated the A2.1 strategic report findings, confirmed skills gaps, and provided actionable recommendations for the training curriculum and competency framework. The report also proposes a modular training programme architecture comprising four training courses, each structured into basic and advanced modules, along with a dedicated programme for trainers to be developed in WP4.

A2.3 - Drone Competency Framework aligned with DigComp 3.0

The third and integrative output of WP2, this evidence-based framework defines the essential skills, knowledge, and competencies required for construction professionals engaged in drone-enabled workflows. Aligned with DigComp 3.0, EASA regulatory categories, and EQF proficiency levels 3-5, it serves as the structural backbone of the Drone4Build VET curriculum.

WP3 - Drone4Build Training Programme & Curriculum

Blended Learning Curriculum Development

Building directly on the competency framework (A2.3) and workshop recommendations (A2.2), the consortium is now developing a blended learning curriculum. The programme combines face-to-face workshops with interactive online modules delivered through the Drone4Build e-learning platform, covering drone operations, photogrammetric data processing, regulatory compliance, and BIM integration for renovation and retrofitting.

Basic and advanced modules across all competency domains, from flight operations to thermal analysis.

Multilingual Delivery

Training content in English, German, Spanish, Greek, Italian, and Macedonian.

Interactive E-Learning

Course delivery on platform built on open source technology: OpenEdx with gamified assessments and practical exercises.

The next delivery cycle translates the research and workshop findings into practical training, certification references, and collaborative dissemination outputs.
